Incumbents in this classification are responsible for serving as the Certified Local Government Coordinator for the City of Chattanooga and providing administrative staff support to the Historic Zoning Commission, North Shore Design Review Committee and the Downtown Mixed Use Overlay Zone Committee. Duties include coordinating all preservation planning activities and administration of development review; providing technical assistance to officials in the formulation of policy and planning; providing technical assistance to members of the public and design professionals; interpreting and applying the Secretary of the Interior’s Standards for Historic Preservation and Rehabilitation; administering the Historic Zoning Ordinance and local zoning regulations; providing comment on Section 4F, Section 106 and National Register Nominations to comply with State and Federal guidelines; inspecting design review projects to ensure compliance; overseeing historic zoning inspections and monitoring consultants and interns and delegating work to support staff members. Work requires limited supervision and the use of independent judgment and discretion.

SERIES LEVEL:
The Historic Preservation Planner is a stand-alone classification in the Public Works Department.

Job Responsibilities

ESSENTIAL FUNCTIONS:

  • Provides technical assistance to officials, design professionals and the public regarding requests for information, plan review, case file processes, reviewing applications, interpreting design guidelines, zoning ordinances and the Secretary of the Interior’s Standards for Historic Preservation.
  • Conducts primary and secondary research related to historic preservation.
  • Prepares packets for Historic Zoning Commission, North Shore Design Review Committee and Downtown Mixed Use Overlay Zone Committee meetings.
  • Prepares GIS-based context maps.
  • Prepares for and coordinates design review meetings which includes creating presentations; setting up, facilitating and cleaning up after meetings; making public presentations of application materials, project sites, guidelines and staff recommendations; taking, transcribing and disseminating meeting minutes; archiving and maintaining meeting records and performing other related activities.
  • Issues staff and committee approved Certificates of Appropriateness, Design Review Certificates and Downtown Mixed Use Overlay Zone resolutions.
  • Reviews project plans and conducts site visits to ensure compliance with the Historic Zoning Ordinance and local zoning regulations; notifies zoning inspectors of the need for issuing correction notices and court citations for non-compliance.
  • Participates in a variety of meetings, staff reviews and/or other related group processes in order to receive and convey information and provide technical assistance for projects located within historic and design review districts.
  • Prepares and presents information to neighborhood associations, non-profit agencies and professional organizations.
  • Prepares and submits grant requests.
  • Attends chancery court sessions and demolition hearings.
  • Prepares and submits annual Certified Local Government reports to the State and National Park Service as required.
  • Performs other duties as assigned.

Qualifications

Minimum Qualifications:
Bachelor’s Degree in Historic Preservation, Urban Planning and Design, Architectural History or closely related field and one year previous experience involving urban planning, program development, strategic planning, research, analytical applications.

LICENSING AND CERTIFICATIONS:
Valid Tennessee Driver’s License.
Certified Local Government Coordinator.

Knowledge of historic preservation principles and practices; urban planning principles; design review principles and practices; applicable Federal, State and Local laws, ordinances, codes, rules, regulations, standards, policies and procedures; primary and secondary research sources; photography principles; GIS applications and customer service and public relations principles.

Skill in providing customer service; interpreting and applying design guidelines; conducting primary and secondary research; reading, interpreting and sketching maps; utilizing GIS applications; using a computer and related software applications; writing grants; taking photographs; interpreting and applying applicable laws, ordinances, codes, rules, regulations, standards, policies and procedures and communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

PHYSICAL DEMANDS:
Positions in this class typically require reaching, standing, walking, fingering, grasping, talking, hearing, seeing and repetitive motions.

WORK ENVIRONMENT:
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Incumbents may be subjected to fumes, odors, dusts and extreme temperatures.

Salary or Pay Rate

$34,201.00 – $43,293.00
